The borough of White Oak is planning to move forward with its proposed Heritage Hill Park project, officials reported at Monday’s council workshop meeting.
Borough Engineer Ken Hillman provided updates on the status of the project, along with a timeline for completion.
“Our grant was funded for $184,100 — it’s a 50/50 contract,” Hillman said. “If we have the contract in place by May (or) June, that would be good. The project would go out to bid in late fall/early winter, and work would start in March (or) April 2023.”

When Russell Morgan moved to White Oak two years ago, he knew he wanted to share his love of Christmas with the community.
“I’m fond of creating, and of Christmas. My favorite part is the look of it, and other peoples’ reactions,” Morgan said.
The borough of White Oak announced the winners of the Second Annual Holiday Home Decorating Contest and the Gingerbread House Contest.
Categories in the home decorating contest included Best Traditional, Clark Griswold, Buddy the Elf, and Kids’ Choice.

The borough of White Oak swore in members of council, mayor and tax collector at Monday’s reorganizational meeting.
Magisterial District Judge Thomas G. Miller administered the Oath of Office for Council Members Joelle Harbert, Julie Opferman, Jason Russell and Loree Scharriter; Mayor Ina Jean Marton, and tax collector Lisa Pitchford.
“People who get involved in municipal government are usually involved in other activities,” Miller said. “I think you will all do a very good job.”

CORRECTION: This article incorrectly reported the vote at Monday’s meeting. It has been corrected.
The borough of White Oak failed to pass its 2022 budget at Monday’s special council meeting.
Council members Julie Opferman, Charles Davis and Louis Bender voted yes. Council members George Dillinger, Joe Nagy, George Pambacas and Ken Robb voted no.
Pambacas expressed concern that although the spending plan was balanced, it would cut into the borough’s fund balance, or surplus.

The Allegheny County Parks Department is offering its annual Christmas Tree Recycling Program again this holiday season, a spokesperson said.
Residents may drop off Christmas trees from Dec. 26 through Jan. 14 at all nine county parks from 8 a.m. until dusk.
All lights, decorations, tinsel and stands must be removed from trees prior to drop-off. Trees will be mulched and used in the county parks. Drop-off locations include Alfalfa Shelter Parking Lot at Round Hill Park, Elizabeth Twp., and Chestnut Shelter Parking Lot, White Oak Park.

White Oak’s proposed 2022 budget will include no tax increase, officials said at this week’s borough council workshop session.
Borough manager John Palyo provided some updates on next year’s spending proposals. He said that key focus areas in the 2022 budget include pension plans and code enforcement.
It is possible that White Oak will continue to provide police services to South Versailles Twp. in 2022, Palyo said.

Holiday Home Decorating Contest: White Oak is holding its second Christmas decorating contest this year through Dec. 12. Interested residents can enter the contest by emailing their name, address, phone number and three photos to michelle@woboro.com. Prizes will be awarded for four different categories – Best Traditional, Clark Griswold, Buddy the Elf, and Kids Choice.
Winners will be announced at the Gingerbread House contest on Dec. 19.

For Amy Bower and her family, taking their pets to see Santa is a time-honored Christmas tradition.
“We live close by, and we’ve gone every year,” Bower said. “The people are nice, and it’s for a good cause.”
Sammy, an 11-year-old West Highland White Terrier, was one of several pets to get his picture taken with Santa on Sunday, when White Oak Animal Safe Haven hosted its annual Pet Pics event at the White Oak Volunteer Fire Co.

A traffic accident at the corner of Route 48 and Cool Springs Road near the Speedway store damaged a telephone pole and dislodged the traffic signal’s battery system, White Oak officials said.
At Monday’s meeting, council passed a resolution designating repairs to the damaged pole and signal as an emergency.
Borough engineer Ken Hillman said it’s the third time the pole has been replaced, and that White Oak is coordinating repairs with the state Department of Transportation.
“The foundation also needs to be replaced,” Hillman said. “Normally this would take three to four months.”

Since he joined the fire department in 2002, Tony Villinger has wanted to keep the Rainbow Volunteer Fire Co.’s Christmas traditions going.
“I joined the fire department back in 2002, and have been involved with the show since 2005,” Villinger said.
The Rainbow Volunteer Fire Co. will hold its annual Holiday Craft and Vendor Show Nov. 14 from 10 a.m. to 3 p.m. The show will feature a variety of vendors, including Farmers Insurance, Color Street, Auberle and Paparazzi.
